Sub-area plans
This category includes plans, often officially adopted as subordinate parts of comprehensive plans, for smaller units of a city, such as
neighborhoods, downtown areas or central business districts (CBDs). These documents may also be called "refinement plans" or "community plans". A special case is the sort of community plan that must be produced before lands newly included in the Portland Metro Urban Growth Boundary may be developed.
